The revised strategy aims significantly curb GHG emissions from international shipping.

The new goals include a 20% reduction in emissions by 2030. A 70% reduction by 2040 (compared to 2008 levels), and the ultimate goal of achieving net zero emissions by 2050.

The new regulations are expected to come into force in mid-2027.

Ambitions for international shipping were significantly reinforced following the decision of reduce to 50%  greenhouse gas emissions para 2050 that appeared in the initial strategy.

The strategy now aims reduce GHG emissions by 20%, striving to reach 30% in 2030. Then 70%, to achieve 80%, in 2040 compared to 2008, and reach zero net emissions "in or around 2050."

There is also the target for 2030 to achieve the adoption of technologies, fuels and/or energy sources with emissions of zero or almost zero GHG gases, that represent at least 5%, aiming for 10%, of the energy used by international maritime transport.

La GHG Strategy It now also addresses the life cycle GHG emissions of maritime transport, with the overall objective of reducing GHG emissions within the limits of the international maritime transport energy system and avoiding a shift of emissions to other sectors.

To this end, the IMO has decided to implement a series of measures consisting of two parts: firstly, technical measures that will consist of a target-based marine fuel standard regulating the gradual reduction of the GHG intensity of marine fuels; secondly, an economic measure that will consist of a pricing mechanism for maritime GHG emissions, potentially directly linked to the GHG intensity mechanism.

The development of the measures will continue at the IMO and, according to the agreed schedule, will be adopted in 2025 coming into effect towards mid-2027.

Kitak Lim, IMO Secretary General, described the agreement as a "monumental advance that opens a new chapter towards maritime decarbonization."
